
Fleet Safety Programs
Fleet safety is a management responsibility, and management must see
that a program is developed, implemented, and effectively directed.
This Technical Topic briefly discusses some of those key elements
that encompass a comprehensive fleet safety program.
Drivers Selection
Because people do have such different driving habits and abilities,
employers are challenged with the very difficult and important task
of selecting good drivers. Effective fleet management begins with
good drivers. The quality of job performance affects the success
of the entire fleet operation and directly influences fleet safety
performance. Every effort must be made to select the most
qualified person for the job. The suggestions outlined in this Risk
Topic are directed towards selecting drivers.
Commercial Drivers License
The purpose of the Commercial Drivers License is to help reduce or
prevent truck and bus accidents, injuries, and fatalities by requiring
drivers to have a single commercial motor vehicle driver's license
and by disqualifying drivers who operate a commercial motor vehicle
in an unsafe manner.

D.O.T. Qualification of Drivers
The information contained in this Risk Topic is directed primarily
to the motor carrier that is regulated by the Federal Motor Carrier
Safety Regulations. However, these guidelines are applicable for
use for non-regulated fleet operations, as well.
D.O.T. Drug and Alcohol Testing Requirements
The Federal Highway Administration (FHWA) issued the final rules on
February 15, 1994, on mandatory alcohol testing of commercial vehicle
drivers. This new regulation was designed to help prevent accidents
and resultant fatalities, injuries, and property damage, caused by
the misuse of alcohol or the use of controlled substances by drivers
of commercial vehicles.
Roadside Emergencies
A proficient driver will be prepared for a roadside emergency. Ideally,
this preparation includes a preventive maintenance schedule for your
vehicle, a first aid course, a roadside emergency kit, and an action
plan.
